With the region’s highest population growth rate (30%), Uganda is on the brink of a population explosion, yet access to and utilization of public health control measures like modern contraception is a challenge.

This is due to remotely located health facilities, non-customised health content, and poor or nonfunctional post-facility follow-up.

The Medical Concierge Group (TMCG) did a study to evaluate the feasibility and acceptability of a telehealth engagement platform primarily targeting men. This study was published in JMIR Publications on  in Vol 6, No 6 (2022): June

Background

The Spotlight Initiative is a global initiative of the United Nations whose aim is to eliminate all forms of violence against women and girls.

In Uganda, the United Nations Development Program (UNDP) partnered with the Private Sector Foundation (PSFU) to institutionalize gender norms and address workplace gender-based violence in the private sector enterprises which had largely been left out in previous interventions.

Through the Spotlight Initiative, Rocket Health private telemedicine and digital health enterprise were selected to take part in this program.

We implemented digital innovations within the workplace setting for staff and other audiences to access quality health services including sexual and reproductive health, telecounseling, and credible health information.

Innovation

Our solution leveraged digital channels for health information dissemination on gender-based violence (GBV) awareness creation.

Content on various GBV topics like identification, reporting, care of survivors, etc was developed and disseminated via mobile phone messages.

Users accessed it by sending the keyword ‘GBV’ to 8080 prepaid shortcodes. In addition, the self-service e-Shop (www.rockethealth.shop) was stocked with sexual and reproductive health products to ensure confidential and private access.

Activities implemented under the project:

Social media awareness campaigns

We leveraged social media platforms (Facebook and Twitter) as communication channels to engage target audiences in GBV conversations.

This involved designing graphics materials on GBV and posting them to create conversations and responses were always offered in real-time.

In addition, social media platforms were utilised for awareness campaigns in the form of Twitter sessions where experts on GBV were hosted for an online conversation.

Mobile health information dissemination

Mobile messages on GBV themes including; awareness, prevention, care, and support were disseminated through the project’s SMS shortcode 8080.

Beneficiaries including Rocket Health staff and wider audiences accessed it by sending the keyword ‘GBV’ to 8080.

Over the 6 months period, 1,936 beneficiaries subscribed to the GBV mobile health content.

The majority of the beneficiaries were males (78%) with 36.36% of the beneficiaries inquiring about what GBV meant and the different forms.

20.20% of the inquiries were on where one could report cases of GBV, 16.16% were on understanding what GBV at the workplace encompasses while 2.02% were on the causes of GBV.

25.25% of the inquiries were on other topics that ranged from the beneficiaries appreciating the information disseminated through the messages received on GBV to asking about how PEP is used and its effectiveness in protecting one from getting HIV.

 Staff training 

Following the formulation of the company’s sexual harassment policy, Rocket Health staff received training on workplace sexual harassment from Frauen a non-governmental organization that supports sexual harassment survivors.

Lessons

        1. The high number (1,936) of beneficiaries that subscribed to the mobile health content on GBV is an indicator of the feasibility and appropriateness of mobile technologies as an ideal channel for GBV communication and awareness creation in a working population.
        2. There is a need to have GBV training workshops to equip individuals with knowledge on gender-based violence and tools on how to combat it. This was evident from the large number (55.9%) of inquiries being related to awareness and knowledge acquisition.
        3. Few workplaces have had training on gender-based violence as noted by the 15% response to inquiries on this during week 2. This means that there is a need to take GBV training to workplaces in order to address this vice. Also, the project’s ability to conduct workplace sessions on gender and sexual harassment was limited due to the COVID 19 outbreak. 
        4. Mobile health platforms have shown their versatility in meeting users’ needs as noted by the diversity in inquiries i.e. COVID-19, sexual and reproductive health among others. These inquiries were either remotely resolved or referred and followed for outcomes.

The Medical Concierge Group (TMCG) has successfully demonstrated how it has implemented data-driven and technology-enabled initiatives to promote gender equality at the workplace and in communities.

TMCG did this as it hosted the United Nations Development Programme (UNDP) Spotlight Initiative Africa Regional Programme Mission, UNDP-Uganda, and Private Sector Foundation Uganda (PSFU). 

Presenting to the team, Mildred Kobusingye, the human resource manager at TMCG said participating in the Gender Equality Seal Program has improved gender responsiveness in the organisation’s policies.

”We partnered with Frauen Initiative Uganda to train managers and staff on sexual harassment at the workplace, and have made the gender equality and sexual harassment policies available to all staff,” Mildred explained.

The innovations that have been implemented by TMCG include;

      1. SMS-based information dissemination on Gender-Based Violence (GBV) awareness and prevention (SMS ‘GBV’ to 8080).
      2. Social media awareness campaigns like #16DaysOfActivism
      3. Self-service online commerce platform (e-shop) for access to critical sexual and reproductive health services like emergency contraception.
      4. Web-based referral portal for linkage to support services for survivors of GBV.

Angella Bageine, the Gender Equality Seal specialist from UNDP commended TMCG for being quick to adopt best practices in gender equality in workplaces.

”We need more companies to do what TMCG is doing. Gender equality is a movement. It is a call to action. There is a need to support organisations on policy development and capacity building,” Bageine said. 

Dr. John Mark Bwanika, the Head of Projects and Research at TMCG shared the organisation’s experience in public health projects which have components of GBV incorporated into program design and implementation. 

”Our experience with several projects on HIV, malaria, family planning, and social behaviour change across the country has given us access and capacity to implement expanded community-based research and enhance service delivery,” he explained.

Dr. Louis Kamulegeya, who led the implementation of the project at TMCG thanked the UNDP Spotlight Initiative Africa Regional Programme Mission for providing mentorship and support that translated into the growth and improvement of organisation and staff relations at TMCG.

About Gender Equality Seal Program

The Seal is a symbol that recognises companies for promoting gender equality and empowering women in the workplace.

Under this programme, organisations are facilitated to develop and implement gender equality policies. Surveys are conducted to review organisations’ recruitment, remuneration, gender representation/balance, sexual harassment, and communication policies.

With 90 private sector companies signed up under PSFU, the program is now targeting small and medium enterprises and public institutions.

Dissemination workshop for the Family Planning (FP) and Sexual Reproductive Health (SRH) digital health compendium.

The Medical Concierge Group (TMCG) in conjunction with The Population Reference Bureau (PRB), under the Policy, Advocacy, and Communication Enhanced for Population and Reproductive Health (PACE) project supported by the United States Agency for International Development (USAID) has set up and updated Africa’s first Digital Health Compendium.

The Digital Health Compendium is a collection of case studies about different health technologies used to enhance family planning programs in Africa and globally. It works as a reference point for evidence-based learning, enabling users to do a quick search and get critical information that facilitates the adoption and scale-up of digital tools.

The project successfully sourced and updated 16 new case submissions over a 1-year period and these cases came from nine countries including Rwanda (1 case study), Tanzania (1), Kenya (1), Uganda (6), Turkey (3), India (3), Pakistan (3), Cameroon (1) and Burkina Faso (2). 

In this compendium, various implementing organizations share their findings on how digital innovations and technology interventions have enhanced family planning programs and  Reproductive, Maternal, Newborn, Child, and Adolescent Health, particularly in Sub Saharan Africa.

The target users of the compendium cut across different stakeholders including; implementing partners that can learn from what has been done, governments to leverage existing resources to improve performance, software developers among others.

The Clinical Officer will offer first line response to users’ inquiries across the telehealth platforms and physical avenues for the purpose of health/wellness promotion and guidance. The role will also include; content development, user engagement data collection and reporting.

Duties and responsibilities

  • Supporting users to meet their health information needs via voice call interactions in a timely, articulate, effective and compassionate way.
  • Accurately and completely recording every user’s information into the Electronic Medical Record System.
  • Attending to clients scheduled for physical examination at the teleclinics.
  • Following up users to confirm resolution of inquiry and seek feedback on user experience for quality improvement.

Job title:          Pharmacy Technician

Reporting to:   Pharmacist

Job purpose

The Pharmacy Technician will be responsible for filling prescriptions from the doctors and delivery of medicines to clients to their specific locations.

The technician will work together with the pharmacist and clinical team to ensure that the right medicines in their right doses are delivered to clients in their right conditions while ensuring excellent customer care.

Duties and responsibilities

  • Fill prescriptions from the Doctors and any other prescriptions received at the pharmacy.
  • Deliver Medicines and other off the counter items as prescribed or requested by the clients exactly adhering to the laid out Standard Operating Procedures.
  • To provide drug information to patients upon delivery in order to improve better understanding of the medication and improve adherence.
  • To document and maintain dispensing records.
  • Participate in periodic physical stock counts to reconcile physical stock and the electronic records.
  • Maintain stock inventory records of all medicines and items in the pharmacy by completing daily records.
  • Delivering excellent customer service as a resource for patient information and strengthening the relationship between clients and Rocket Health.

Qualifications and experience

  • A diploma in Pharmacy/nursing
  • Minimum of 2 years working experience in a dispensing role.

JOB DESCRIPTION

Job title:           Laboratory Technician

Reporting to:   Laboratory Manager

Duty Station:   Uganda.

Job purpose

The laboratory technician will be responsible for collection of blood and other test specimens as requested by the doctors and clinicians. The technician will work closely with the lab supervisor to ensure the client specimens are collected and delivered to the lab properly while maintaining specimen integrity. The technician will also deliver excellent customer service acting as a resource for patient information and strengthen the relationship between the clients and The Medical Concierge Group.

Duties and responsibilities

  • To utilize high quality technical skills to accurately collect and label test specimens exactly as outlined in each clinic requisition as guided by the standard operating procedures
  • Identify the most technically appropriate method for obtaining specimens with regards to the different categories of clients ranging from pediatric to geriatric while causing minimal discomfort.
  • Process and prepare collected specimens for laboratory testing. Perform precise and accurate rapid screening procedures where applicable as directed by the standard operating procedures.
  • Ensure all collected test specimens are packaged well, delivered to the Lab and timely results received by the doctors at the Rocket Health call center.
  • Demonstrate excellent customer service as an ambassador of the company in the community.
  • Provide good feedback from the Rocket Health client community via customer interactions to enable lab management to carry out strategic planning.
  • Participate in and support all Rocket Health Lab quality assurance and quality improvement programs.
  • Assist the laboratory supervisor in the compilation of data for the laboratory’s monthly reports
  • Perform any other related task that may be assigned

Qualifications and Experience

  • A minimum of a credit score in math and English at UCE.
  • A diploma or higher in a medical laboratory science field.
  • Minimum of 3 years working experience in a busy clinical or medical research laboratory
  • Must be registered and hold a valid current Allied health professional council practicing license.
  • Experience in fieldwork is an added advantage.

  • Excellent phlebotomy skills following good clinical laboratory practice (GCLP) guidelines.
